RE-ESTABLISH THE SOUTH QUESNEL BUSINESS IMPROVEMENT AREA AND CONTINUE THE ANNUAL PROVISION OF A LOCAL AREA SERVICE TAX TO COVER THE COSTS OF A BEAUTIFICATION AND PROMOTION SCHEME WITHIN SUCH AREA FOR THE YEARS 2023 – 2027 INCLUSIVE

NOTICE is hereby given, pursuant to Sections 213 of the Community Charter that the Council of the City of Quesnel has passed initial readings of a new bylaw to authorize the City to re-establish the South Quesnel Business Improvement Area and to continue recovering funds under agreement with the South Quesnel Business Association for the improvement, beautification and promotion of the South Quesnel Business Improvement Area (BIA) for a further FIVE (5) year period at the same amount collected in 2014-2022.

The maximum sum of $80,000 per year is proposed to be recovered from those registered owners of commercially-assessed properties for the taxation years of 2023 to 2027 inclusive under the terms of City of Quesnel South Quesnel Business Improvement Area Bylaw No. 1936 of 2022. Based on 2022 assessments, this would be a local service tax of $1.178 per $1,000 of taxable commercial land and improvements assessment (general purposes) value on each property within the re-established South Quesnel BIA area to cover the annual payments to the South Quesnel Business Association for its continuing business promotion scheme.

Unless a majority of Property Owners, before March 3, 2023, and representing at least one-half (50%) of the value of parcels liable to be charged, petition City Council in writing NOT to Proceed, the South Quesnel Business Improvement Area Local Area Service may proceed.

Any questions regarding the process can be directed to Kari Bolton, Director of Corporate and Financial Services at City Hall 250-992-2111 or kbolton@quesnel.ca
